Can Kazakhstan citizens get an e-visa or extend a tourist visa in Egypt?

Egypt's e-visa was previously available to Kazakhstan citizens, but the program was shut down. Kazakhstan is currently not on the eligible-country list, and fees are non-refundable if rejected.
