Yes—if the beach has a shallow lagoon, it can work well for small children and non-swimmers. At low tide the water is often shallow enough for kids aged 5–8 to stand, see fish near shore, and later move on to the reef or pier once they feel confident.
At low tide, lagoon areas are good for family swimming: the water stays shallow enough for a 6-year-old to stand, and fish can be seen close to shore without swimming out deep.
For a non-swimming 5-year-old, this setup can work well: they can stay in the first few meters near shore, and only briefly go out to the reef with an adult. The marine life usually becomes more interesting right where the depth starts.
A lagoon can also suit an 8-year-old: in one reported case, the water from shore was about chest-deep, though the depth changed with the tides. After getting used to it, the child was comfortable swimming from the pier as well.
