TL;DR
Most Egyptian resorts don't put families with kids in swim-up rooms by default (for quiet and safety of other guests). You may sometimes negotiate this on-site with the hotel, but it's not guaranteed.
Swim-up villas/rooms are definitely available in the Family building near the water park — suitable for families with kids. Some non-renovated villas are likely standard category, and the main building may also have different room categories.
If the pool at a villa is technically shared rather than private, it's not exclusive to that villa's guests — neighbors can use it too.
Hotels typically don't book families with children into swim-up pool-access rooms by default. At check-in you can try asking reception to change your room category.
If booking a villa with a pool, confirm in advance whether it's private or shared — this determines whether other guests will be around.
Hotel water parks (e.g. White) usually have a separate area with a regular pool and loungers, so adults can relax there while kids go on the slides.
