TL;DR
Wind and red-flag conditions can occur at Zahabia, although access to the water via the stairs may sometimes remain open. When waves are strong, few people swim, so follow the lifeguards’ instructions on the day.
On one particularly windy day, a red flag was up but the stairs down to the water remained accessible. Very few people chose to swim in those conditions.
When a red flag and strong waves were present, the rope was removed, but people could still use the stairs. This reportedly happened for about one day out of six; divers used the stairs daily in full gear.
During another week-long stay, visitors reported neither wind nor red flags; conditions were so calm that they would have welcomed a light breeze.
For March stays at Zahabia, visitors reported occasional wind but no red flags, with water comfortable enough that they did not want to leave it.
From late November to early December, no red flags were seen at either of the two locations mentioned. One was windier, but the wind was not considered severe for a beach holiday.
