Always ask in advance what currency you'll receive as change. Duty-free shops at departure airports often can't give change in dollars — only in local currency, as they don't keep small foreign bills.
Crisp bills in good condition are more likely to be accepted. Worn or damaged notes will often be refused. If one vendor says no, try another. On tours, saying you have no other cash sometimes works, but don't expect clean bills in return as change.
Without crisp cash (USD or EUR) or a working card, you may not be able to buy anything. Cards like UnionPay are unreliable in Egypt — acceptance is hit or miss.
