TL;DR
Theft happens occasionally but isn't widespread — usually other guests, not hotel staff, are responsible; most resort beaches have security, and evening walks are allowed, unlike in the UAE where beaches get closed at night.
Resort beaches have security guards, but evening strolls are usually allowed — unlike in the UAE, where guests get kicked off beaches at night even if they weren't planning to swim.
At a 4-star property there are many Arab tourists from other countries, but no real conflicts were reported — they behave decently and have a separate dining area; the main quirk is that some can't swim well and need rescuing from the pool or sea.
Safety largely depends on who ends up staying nearby — there's no guarantee of loud groups of young men next door, it really is a matter of luck.
Over the first 5 days of the stay, no bad behavior from other guests on the beach was noticed — everyone was well-behaved.
After a beach theft, hotel security footage confirmed other guests took the items; beach staff just shrugged it off, so it's better to report it at the hotel reception first thing in the morning rather than trying to resolve it on the spot.
