Should you tip at check-in to get a better or renovated hotel room in Egypt?

TL;DR
Do not tip immediately at check-in; inspect the assigned room first and request a change if needed. Even recently renovated rooms can show wear because of high guest turnover.
A traveller described an approach they had used at a different hotel: indicate willingness to pay extra, ask for the price of a better room and to see three or four options, then choose one and negotiate the supplement.
It is better to inspect the assigned room before offering a tip. If it does not meet your expectations, ask the reception desk whether another room is available.
Do not expect every room to be completely new or flawless: in a busy hotel, even renovated rooms may have visible signs of wear.
When requesting a change, ask about the floor and location: a room to the left of reception was reported as well located and spacious, while rooms on the upper floor were smaller with lower ceilings.
