TL;DR
"Promo" rooms are a cheaper category that has replaced standard rooms in some Egyptian resorts — cheaper than deluxe but usually with older renovations. You can try to negotiate an upgrade at check-in, but it's not guaranteed since guests who booked deluxe get priority.
In some Egyptian resorts, standard rooms no longer exist at all — everyone gets a "deluxe" category room, but in practice it may have older renovations if you booked economy/promo. Guests who originally booked deluxe get the newer rooms.
"Promo" rooms are a relatively new booking category, priced lower than deluxe. This option didn't exist before — hotels introduced it as a budget-friendly alternative.
Upon arrival with a standard/promo booking, it's sometimes possible to negotiate an upgrade at reception — but success isn't guaranteed and depends on hotel occupancy.
