Yes, in many spots along Hurghada's coast the seabed is rocky, and you often have to walk over rocks/boulders from the shore to reach swimmable depth — water shoes are recommended, especially for travelers with mobility issues.
At low tide the sea gets very shallow — depth from belly to seabed can be only 10-15 cm, and you have to navigate around corals, which is tiring. Otherwise it's scenic, and even basic cameras get great shots there.
Walking from the shoreline to swimmable depth can involve stepping over rocks and boulders in places — this may be uncomfortable for heavier or less mobile travelers.
The most reliable way to reach a specific beach spot is to go down to the sea and walk along the shoreline; cutting through the resort grounds directly often leads you out at the wrong level or wrong section.
There's a faster but less scenic shortcut: cut straight through the resort's central area via the corridor, then head down the sloped path to the kids' pool and last swing set — from there the beach is right nearby.
