Easiest way to get small change is to ask your hotel housekeeper — they often want to swap their small bills for your large ones. Hotel ATMs can also break large pound notes into smaller ones, but they don't exchange foreign currency (USD/EUR) into pounds.

For extra hotel services (hookah, cotton candy) vendors are reluctant to accept Egyptian pounds — better to have USD/EUR cash or pay by card.

There's almost nowhere to exchange foreign currency for pounds — only the hotel ATM works, and it mainly breaks large bills into small ones rather than doing direct currency exchange.
