TL;DR
Several Hurghada hotels combine a waterpark with good sea access: Pickalbatros group, Sindbad, Seagull, Ali Baba, Sunny Days. Upscale options include Pyramisa, V Luxury, and Citadel.
Sunrise Serano Aqua Park Resort, Sunrise Serano Club Resort, and Sunrise Azalea belong to the same owner and share several beaches plus a lagoon, so guests can choose where it's most comfortable to swim and sunbathe. Hotel representatives confirmed that guests of Serano Aqua Park Resort and Serano Club Resort can use both hotels' infrastructure. Azalea and Serano are two separate full-fledged hotels standing side by side: the Club building has reception, lobby bar, a pool and poolside bar with snacks, but the main dining, entertainment, beach, and sea access are across the road at Serano Aqua Park.
Aldiana and Sentido are separate hotels under one owner but with distinct concepts. Aldiana has a waterpark and a beach with sandy sea entry; Sentido guests can use this beach (plenty of loungers for Sentido guests on Aldiana's sandy beach). The beach and pier are shared between the two hotels, and the pier of the neighboring Sharm El Naga hotel can also be used.
Tucana and Royal Makadi share one complex, including the promenade, waterpark, and sea access. Tucana guests can use the waterpark and all Royal Makadi facilities; Tucana has newer rooms and a different, more extensive package including different alcohol offerings.
Diamond hotel is recommended for families: it has a waterpark with kids' slides and multiple pools. Unlike Sunrise/Sultan, it doesn't require the Fan&Sun concept or Tukan kids club.
Additional detail on Aladdin/Ali Baba: together the two hotels have 4 beaches with different types of sea entry, with soft/fluffy beach umbrellas. Landmark guide: the first beach is opposite the Delphin hotel, the second is one hotel away from Cataract (Cataract has straw umbrellas, while the other two beaches have blue umbrellas and loungers).
At Charmillion Gardens and Charmillion Club Aquapark, the waterparks are free for hotel guests. For sea access, Gardens is much more convenient: the beach is about a 7-minute walk, and guests can also use the grounds and pools of neighboring Sea Life and Club Resort. Club Aquapark is far from the sea and typically requires a shuttle bus.
Reef Oasis Blue Bay and Sentido share one territory: Reef is beachfront, Sentido is second-line. Sentido guests can use all Reef facilities, but not vice versa. The beach is shared, with a separate section for Sentido. Sea entry is available both from the shore and from a pontoon, with a good reef. The waterpark is small (3–4 slides) — notably inferior to Aqua Park or Blue Bay.
The Sindbad situation has changed: previously there were three hotels on two lines sharing a beach and waterpark. The beachfront hotel has since been sold to a new owner who took most of the beach. The two remaining second-line hotels now have only a small strip of beach near the pier, with sunbeds placed on the pier itself.
Club Resort, Sea Life, and Gardens (which has a waterpark) share one territory. Club Aquapark (also with a waterpark) is a separate property located far away from the others.
In the Makadi Bay area, consider Jaz Makadina (waterpark on the second line) and Sunrise Makadi (waterpark on the hotel grounds). Serenity Alma Resort is the furthest hotel in Makadi Bay, with a reef, waterpark, and amusement park — well suited for families with children.
Pickalbatros Jungle Aqua Park and Alf Leila Wa Leila are two adjacent hotels accessible with a single wristband. When booking a room for one night, both properties (waterparks for adults and children, pools, restaurants) are included; wristbands are not cut at checkout, effectively giving two days of access. Evening rides at the Midway area between the hotels are free. Day-use includes the food court; restaurant lunch is charged separately.
Reef Oasis Blue Bay has no full waterpark, but does have 2 slides and a large pool nearby, plus an excellent reef. Note that room location can vary significantly.
In the Sahl Hasheesh and Makadi Bay areas, consider Pyramisa (currently under renovation — check status before booking) and V Luxury, one of which has a waterpark. Citadel is a quality hotel — verify waterpark availability before booking.
Sunny Days has two beachfront buildings and one second-line building. If the waterpark is available, sea entry is possible both from the beach and from a pier.
Mirage Bay and Moreno are very budget-friendly options, reportedly with a waterpark. Good for travelers prioritizing low cost.
