TL;DR
Kyrgyz passport holders generally cannot buy a standard Egypt visa on arrival at Sharm El Sheikh Airport. Without prior arrangements, they may only receive the free Sinai-only entry stamp, which restricts travel to the Sinai Peninsula.
Do not rely on purchasing a standard Egyptian visa on arrival in Sharm El Sheikh: this option is not generally available to Kyrgyz passport holders.
If entering without a pre-arranged visa, travelers may generally receive only the free Sinai Only stamp. It works for Sharm El Sheikh and permitted Sinai areas, but not for trips to Cairo or Luxor.
Exceptions may be arranged through pre-approved group lists when an excursion programme is bought via a tour operator. This is not the same as a regular US$30 visa that can simply be purchased at the airport.
