Yes — you still need to fill out a paper migration card on the plane or at the airport; a pre-filled sample sent by your tour operator (e.g. Biblio Globus) is not accepted at the airport, it can only be used as a template to copy from.
After each visit to Egypt, border control issues a certificate confirming the visit — it shows your traveler status/level increasing with each entry.
Some airlines hand out a migration card only as a sample — these aren't accepted at border control, you just copy the info onto the official form; with other airlines the given form is accepted as-is.
One traveler mentioned receiving a package of documents from their tour operator with the migration card already pre-filled before the trip — first time seeing this.
Only the tour operator Biblio Globus sends a pre-filled migration card — other operators don't. The airport doesn't accept this pre-filled version anyway, so you'll need to fill out a paper card on the spot (handed out on the plane if available) and can use the sent sample only as a template to copy from.
