TL;DR
In early August the beach (e.g. near Reiheena hotel) has a noticeable breeze, but it's not a problem because of the heat; conditions are good for swimming with young kids from about 1.5 years old.
According to a current report from the hotel, there is wind roughly every other day, but it is mild and does not interfere with the holiday. No noticeable tidal changes are being observed on the beach.
Based on a late September–early October trip: strong wind occurred only a couple of evenings after 8 PM and once early morning; other days the breeze was light and pleasant in the heat.
Near the shore the bottom is partly sandy, partly hard with small pools, and shallow (chest-deep for an adult at high tide) — good for walking with a small child and watching colorful fish, especially during strong low tide when marine life is visible in the pools.
Swimming from the medium-length pier is great, with lots of fish; a red flag is often raised there, but a yellow flag is typically up for at least an hour or two every day.
As of early August there's a noticeable breeze at the beach, but in the heat it feels refreshing rather than bothersome.
September and October are expected to stay hot, so strong wind is unlikely to be a real issue for the trip.
Even kids who are sensitive to cold didn't seem bothered by the wind after getting out of the water — the heat offsets the cooling effect.
The sea in this area (near Reiheena hotel) is well-suited for swimming with very young kids, including toddlers around 1.5 years old.
