Is the sandbar to the small island near Sharm El Sheikh resorts always walkable, and is there a lagoon for swimming there?

TL;DR
The sandbar to the island is often flooded (ankle-to-knee deep), so water shoes are a must; there's no real swimming lagoon — just small carved-out tide pools that fill only at high tide.
Visiting last season in August, there was no dedicated swimming lagoon on the Island/Village grounds — just small rock-cut tide pools you can sit in, and only when the tide is in.
Whether the island is dry or flooded has nothing to do with which tour operator you booked with — it's pure luck. Even on dry days, expect the island to be crowded.
Recently the sandbar has been underwater almost every day — yesterday there was no dry stretch at all. You can still cross it, wading ankle-to-knee deep in places, but water shoes are essential.
