TL;DR
Magticom is the recommended operator — get a physical SIM at their office or an eSIM via the app (passport verification required); plans range from 9 to 45 GEL/month depending on data. Silknet is also a solid option.
At the Magti office you can get a week of unlimited internet for 10 GEL plus 10 GEL for the SIM card itself (20 GEL total). You can later top up 12 GEL for another week of data. A monthly unlimited plan is also available.
If traveling as a couple, it's worth choosing different operators: one plan was Magti for 9 GEL (5GB data + 60 call minutes), the other was Silknet for 30 GEL with unlimited data. Both worked fine.
Magticom's eSIM is easy to activate via their app with passport verification. It gets 5G coverage even in Tbilisi, and the monthly plan costs 40 GEL, which is considered reasonable.
Old SIM cards can be reactivated if you already bought one on a previous trip — no need to buy a new one every time you return.
Magti is recommended — activate the plan you need directly in the app, either data-only or an all-inclusive package (calls + data).
For those not trying to save every lari, Magti's best option is 10 GEL for the SIM card plus 35 GEL for a month of unlimited data that can be shared with other devices via hotspot.
