TL;DR
According to traveler reports, Georgia does not admit cars with plates issued in these regions, including at the Upper Lars border crossing. As entry is refused, temporary registration in Georgia is not an option.
At Upper Lars and other land crossings, cars with Russian plates issued in Donetsk, Luhansk, Crimea, Kherson or Zaporizhzhia are reportedly not allowed to enter Georgia.
The reported restricted plate codes include 82, 92, 80, 81, 84 and 85. Before travelling, check both the plate code and the region shown on the vehicle registration documents.
A standard Russian international passport does not reportedly change the outcome: border officers check the vehicle registration certificate and plates. If they were issued in the listed regions, entry is refused, so temporary registration cannot be completed.
