TL;DR
Russian-issued Visa, Mastercard, and Mir cards do not work at ATMs or card terminals in Tbilisi. Bring Georgian lari cash or a card issued outside Russia.
Do not plan to withdraw cash in Tbilisi with a Russian-issued Visa or Mastercard: Russian banks are disconnected from international payment networks, so these cards cannot be authorized at Georgian ATMs.
Mir cards are also unsuitable for payments or cash withdrawals in Tbilisi. They are not supported by Georgian banks’ ATM and terminal systems, so an ATM will likely decline the transaction immediately.
Arrange an alternative to Russian cards before spending money in Tbilisi: carry Georgian lari cash or use a bank card issued outside Russia. Russian cards should not be relied on at shops or restaurants.
