TL;DR

On a Turkish Airlines flight, only one small personal item (like a purse) was allowed free — a separate backpack or bag required an extra payment.
Flying from St. Petersburg with an oversized carry-on suitcase plus a large backpack per passenger caused no issues at check-in — everything went through smoothly.
On another flight, staff flagged just 1 kg overweight on a suitcase (even though the ticket allowance covered all 4 passengers) and forced a backpack into the size calibrator — this hadn't happened on previous flights with the same route.
