TL;DR
Tbilisi is generally safe for tourists — travelers report no real issues as long as you're respectful and avoid sketchy areas or provocations.
Just got back from Tbilisi — had zero safety issues, just avoid obviously sketchy spots.
A lot depends on your own behavior — some locals who know Russian may deliberately refuse to speak it (one elderly passerby tried to shoo a traveler away), but avoiding confrontation keeps things calm.
After a month traveling around Tbilisi and Batumi, no problems came up — staff at many places switch to Russian on their own when they see Slavic-looking guests; the main rule is simply treating people with respect.
