Is a 4-hour connection in Mumbai enough when flying from Goa before an international IndiGo flight to Baku?

TL;DR
A 00:05 arrival in Mumbai for a 04:05 international flight to Baku may work if the IndiGo flight is on time, but it is a tight buffer on separate tickets. Allowing half a day or an overnight in Mumbai is safer in case of delays.
A Goa–Mumbai arrival at 00:05 leaves four hours before the 04:05 Mumbai–Baku departure. It can be enough if IndiGo is not significantly delayed and both flights use the same terminal.
The main risk is a delayed IndiGo domestic flight. With separate tickets, missing the international Baku flight could create substantial extra costs, so this should not be treated as a guaranteed-safe connection.
The more cautious option is to fly from Goa to Mumbai half a day or a full day before the Baku departure, stay overnight, and optionally explore the city. This gives much better protection against IndiGo schedule disruptions.
