At one beach in the area (technically just outside Uluwatu) it's impossible to enter the water during high tide. It's comfortable to swim when the tide level is below 1.9m per the tide chart, best entering from the left edge of the beach.
During high tide, water is comfortable for swimming almost everywhere in the Uluwatu area, though some spots can be shallow depending on the seabed. For example, the lagoon between Merusaka and Ayodya resorts allows swimming even at low tide. The best season for swimming is April to October, mainly because there's less trash on the beaches then (tide levels barely change with season).
