TL;DR
In Nusa Dua, affordable restaurants and nightlife are often several kilometres from hotels, so taxis are usually more practical than walking in the heat. For Nusa Penida, pre-book a route-based driver or tour rather than trying to find transport after arrival.
A taxi ride from Nusa Dua to the Hard Rock Cafe area can take about 40 minutes via the toll road. The area has plenty of restaurants, nightlife and shopping centres, making it a practical outing from the resort zone.
For Nusa Penida, arrange a tour or book a private driver for a full island itinerary in advance. Finding a taxi after you arrive can be difficult and inconvenient.
Affordable dining options can be roughly 3 km one way from the Hilton area. Walking in the heat is not very practical, and the taxi fare may cancel out the savings from choosing a cheaper restaurant.
To reach W-Gourmet, go downhill to the roundabout and turn right, but the walk takes around 20–25 minutes. Taking a taxi is more comfortable in Bali's heat.
