TL;DR
Nusa Dua is generally considered one of Bali’s calmest areas for swimming, though ocean conditions can change daily. On Nusa Penida, Crystal Bay is a better option for a swim, while Diamond Beach is best enjoyed for its views because of strong currents.
Nusa Dua is widely regarded as one of Bali’s calmer areas for swimming. Conditions are still ocean-dependent: a calm day can be followed by waves, so check the water before entering.
For a calmer swim on Nusa Penida, Crystal Bay is recommended. There is a pleasant village nearby for accommodation; the sand is not bright white, but the water access is considered safer than at Diamond Beach.
Do not plan Diamond Beach as a regular swimming beach: even in shallow water, the current can pull strongly seaward. Visit for the scenery and avoid entering when currents or waves are visible.
