TL;DR
Street stalls and local markets are cheaper than shops — t-shirts start around 150-200k IDR (~$10-13), bargaining is normal; Uniqlo is a reliable fallback for standard sizes.
On Gili Islands there are local shops, but prices for water, juice and snacks tend to run higher than on mainland Bali — factor this into your shopping budget.
Local (non-touristy) markets are cheaper — Gili markets are more geared toward tourists, with t-shirts starting at 150-200k IDR (~$10-13) and up. Bargaining is expected and works.
If you'd rather skip bargaining, Uniqlo is an option with fixed prices and consistent quality.
Roadside street stalls are cheaper than regular stores; the stores themselves also have a decent selection if you're willing to search, and some even sell cut fabric pieces for beach use.
