TL;DR
Police Bay is a scenic but non-swimmable beach — great for solitude and views. Nearby there's a small snorkeling spot and a freshwater stream flowing into the ocean, though the 'springs' attraction may disappoint.
Snorkeling at Police Bay (Anse Soleil) is best near the rocks on the left side of the beach (facing the sea) — that's where the most colorful corals and marine life are, including rays and the occasional turtle. The sandy center of the beach has very little to see underwater. Visibility varies with weather and sand conditions. Fins are awkward near the rocks; reef shoes are more practical.
Police Bay is a long, wild and completely deserted beach — beautiful to look at but not safe for swimming due to rough surf. Nearby freshwater springs trickle into the ocean as a small stream, which looks scenic but isn't much of an attraction in itself — more of a pond than a spring.
There's a small beach near Police Bay with decent snorkeling. However, seaweed buildup can be a problem depending on the season — during the visit it was heavily covered in algae, which significantly affected the experience.
