October is a transitional month on both coasts of the island — weather is unpredictable, could be great or rainy. If tickets are already booked, it's still worth going, as non-stop heavy rain is rare.
Right now (August) is the season for the east coast — Trincomalee, Passikudah, and Arugam Bay (for surfing). The season here runs from May to September.

In late August the east coast season is in full swing, with snorkeling mainly around Trincomalee. However, it's a long 5-6 hour drive from the airport, and by this time the water gets choppy with poor visibility for snorkeling, though swimming is still fine.
