TL;DR
July in Unawatuna is still within the monsoon tail: expect rain (mostly evenings/nights), strong wind and rough/stormy sea. Swimming is often not comfortable, and many cafes are closed.
Based on personal observation in late July: over the last 10 days it actually rained only twice — once barely noticeable, and once for about 30 minutes — despite the forecast showing rain every day.
Based on last year: weather in July is tolerable but with caveats — more cloud cover than in February, with rain showers typically at night. Wind is stronger than in high season. Fewer tourists, only 40-60% of cafes open, generally slow and quiet.
Due to wind and waves, swimming in the sea wasn't comfortable, though a few people still went in.
In early July the monsoon cyclone typically hasn't fully cleared yet: expect rain, stormy waves and very strong wind. The last couple of years the weather at this time was pretty poor — could put a dent in a short trip.
Two-week weather forecasts for Unawatuna often don't match reality — even if rain is forecast, actual conditions on the ground can turn out better than expected.
