TL;DR
If your HGS balance is too low, the passage is recorded as a violation. Top up enough to cover the full toll: even a TL2 shortfall may prevent payment and can later result in a fine.
On toll roads without barriers or cash booths, HGS records the passage automatically. A zero or insufficient tag balance can be logged as a toll-passage violation (geçiş ihlali).
First, top up the HGS account with at least the full cost of the passage; the outstanding toll may then be deducted from the balance. In the reported case, being short by just TL2 stopped the payment from going through.
If the HGS tag is not read or the camera fails to recognize the plate, the charge may be processed as a fine and may not appear in the HGS system. Check the fine-payment route separately rather than relying only on the tag balance.
