TL;DR
Cleopatra Beach can be dirty, and swimming near the river mouth is unsafe — E. coli was reported at nearby Rixos hotel. Rough waves and ongoing construction on the beach stairs add to the difficulties.
The beach at Selectum Noa hotel lost its main beach status due to a river flowing into the sea nearby. Swimming after the river meets the sea is not recommended. E. coli was detected at the adjacent Rixos hotel, also linked to the river. The popular beach bungalows at Noa have been removed. Umbrellas were initially poor quality but replaced with palm-leaf ones after complaints.
Getting to Cleopatra Beach takes about 10 minutes by bus. The beach stairs were under construction recently, making access to the water very difficult during rough waves.
Visitors to Cleopatra Beach last year reported it was dirty. The sea at a hotel in Kestel was clean, but strong waves throughout the holiday made swimming difficult — the water entry there is between concrete slabs.
