Some Russian banks offer Tajik, Uzbek, or Kyrgyz bank cards from about RUB 25,000. You need to visit the bank in person with a passport, but no trip abroad is required.

MTS Bank issues a card using only a foreign passport, no local registration required: a courier delivers the card, and verification plus further instructions come through the bank's mobile app.

Before traveling to Turkey, check your bank app settings and make sure online purchases and international transactions are enabled — otherwise the card may be declined abroad.

Many banks require proof of local address to open a card, so it's worth checking in advance which banks will issue a card with just a passport and tax ID.
