TL;DR
Early check-in at hotels in Turkey depends on room availability: it may have a set fee, be complimentary when possible, or not be offered at all. Paying to upgrade to a higher room category can sometimes provide immediate access.
If a standard room is not ready, ask about an upgrade: a family room was available immediately, while the standard room would not have been ready until 12:00. The higher category required an additional payment.
In a recent stay, guests were not asked to move because of overbooking. However, reception was discussing relocating other guests to another hotel with compensation such as two wristbands and possibly a massage.
There is no single early-check-in policy: some hotels have an official fee, some check guests in free of charge if a room is ready, and others do not allow check-in before the standard time.
