Do hotel air conditioners work properly in Turkey in summer?

A guest currently staying at the hotel reported that motion sensors for AC are only installed in the restroom near the bar (where gözleme is baked). There are no sensors in the room, and the AC runs continuously without shutting off, both day and night.
