How reliable is room quality at Turkish all-inclusive resorts (renovations, cleaning)?

Room quality is largely a matter of luck: some guests get clean rooms with working AC and daily housekeeping, others deal with unfinished renovations and crowded pool showers. Even within the same hotel, room conditions vary a lot.

Housekeeping can be inconsistent — two days the room was cleaned well with extra towels and toiletries, then the next day no one came in at all. Quality seems to depend on which staff shift is on duty.

Part of the hotel's rooms are still under renovation, forcing guests to use the pool showers instead of their own bathroom. Staff give vague answers when asked when the renovation will be finished.

With some luck, the room can be quite decent — a partial sea view (facing the other building), working AC, properly draining shower, and solid daily cleaning. Renovation issues aren't noticeable in every room.
