Personally tested this route 2-3 times: start from the road, walk past the Noxinn hotel area, then continue between the hotels. The climb is steep but short.
At the top there's a shaded park, cat shelters, and a terrace with a beautiful coastal view. There used to be a cafe there but it's currently closed.
Locals come here for picnics — there are designated areas with tables set up.
You can descend via a different route — a steeper but also paved road.
If you ask locals for directions, use the word "terrace" (terrasa) — they'll immediately understand where you mean.
