TL;DR
The Resort block is the best option: decent water pressure and working AC. Block C has tiny shower stalls, cramped rooms, and drainage issues.
The Resort block is the best choice: good water pressure and functioning AC, though the controls take some figuring out. It blows cold strongly, so some guests turn it off at night. Requesting this block at check-in — sometimes with a tip — can get you assigned there.
One room had a persistent leak and slow drain that went unresolved for weeks. Complaints at reception were ignored. Worth inspecting the bathroom plumbing before settling in.
Block C has extremely small shower stalls — you have to press against the wall to avoid cold water while it warms up, and there's barely room to move your elbows. Rooms are fine for solo travelers but cramped for two. No wardrobe, just two open shelves and a basic key-lock safe.
