TL;DR
A long daytime layover can be enough for a walk in Istanbul: allow about 4 hours total for travel to and from the city, and return to the airport at least 3 hours before departure. In the evening, taxis may be more comfortable because of crowds, while a late Havaist bus can work for the return trip.
For a daytime Istanbul stopover, build in roughly 2 hours each way between the airport and the city, plus 3 hours at the airport before departure. With that buffer, you can still have about 9 hours in the city, including sunset.
If you are travelling into Istanbul in the evening, a taxi can be more comfortable because crowds increase at that time. It is especially useful when speed and fewer transfers matter.
On an evening layover, you can walk around and spend time in a café before taking a late Havaist airport bus back. This may be preferable to staying in the terminal or a hotel for the whole wait.
