TL;DR
Istanbul is not a beach destination. Limited beach options exist in the Florya district and on the Princes' Islands. Summer is actually a great time to explore the city as tourist crowds thin out.
Among the Princes' Islands, Kınalıada is worth considering — it's the smallest and most affordable: beach loungers are cheaper there, there are small shops, and you can walk or rent bikes. Reaching any of the islands from the city takes a full day.
The nearest beach resorts reachable by car from Istanbul are along the Aegean coast. The Aegean coastline stretches nearly 3,000 km, so it's best to first pick a specific resort — Marmaris, Ölüdeniz, Fethiye, etc. — and then search for hotels there.
Beach holidays in peak summer season are expensive everywhere — not just at a specific hotel or in Turkey. Any beach destination, whether in Russia or abroad, sees sharp price hikes during the holiday season, so it's worth budgeting for this in advance.
Istanbul in summer has noticeably fewer tourists, as most visitors head to beach resorts. This makes it a surprisingly pleasant time to explore the city's sights without the usual crowds.
Istanbul is simply not a beach resort. Finding a clean, well-maintained beach is very difficult. If beach time is your priority, consider a different Turkish destination like Antalya or Bodrum.
If you insist on staying near water in Istanbul, options include the Florya district (affordable hotels near the shore), the Princes' Islands (ferry ride from the city, some beach access), or the ultra-luxury Four Seasons Bosphorus — which has pontoons rather than a real beach and comes at a very steep price.
