US dollars are the easiest option — they will be exchanged or accepted at almost any exchange office, any time.
If the rate at one exchange office isn't good, just try the next one — some will exchange at a better current rate, and even old banknotes (e.g. from 1996) can be accepted.
The safest combination is euros, US dollars, and a travel card like UP. The exchange and card situation can change rapidly, so having multiple options is wise.
