TL;DR

No — all lithium and polymer batteries, including power banks, must be in carry-on only, regardless of airline (confirmed for Hainan Airlines, similar rule applies to Aeroflot and others).

Any lithium or polymer batteries, including power banks, must be carried in hand luggage only, never in checked baggage — this is a universal airline safety rule, not carrier-specific.

Example from Hainan Airlines flights to China: chargers, power banks, and battery packs are strictly required to be in carry-on — placing them in checked luggage can cause issues at check-in.

Travelers often ask about carrier-specific nuances, e.g. Aeroflot — advice is to check the exact battery capacity limits (Wh) on the airline's website before flying, since rules can vary slightly between carriers.
