For a short 9-10 day trip you don't need a local bank account — just withdraw dong from an ATM or exchange cash; cards aren't accepted everywhere, so having some dong on hand is still necessary.
Starbucks in Da Nang accepts card payment only — they don't take cash, neither Vietnamese dong nor US dollars.
One traveler plans to exchange remaining dollars into dong the day before departure, to avoid flying home with leftover local cash.
