TL;DR
Best to disassemble the PC and carry the GPU, motherboard, CPU and RAM in carry-on luggage; the case, PSU and cooling can be bought locally in Vietnam.
One traveler disassembled the PC and only carried the GPU, motherboard with CPU, RAM and SSD. The case, power supply and cooling system were left behind to be bought locally in Vietnam. All parts were wrapped in bubble wrap and packed among clothes in the suitcase.
An alternative approach: carry the graphics card in your carry-on bag since it's the most fragile and expensive part, while packing the rest of the PC tower in a checked suitcase, cushioned with bubble wrap and clothes.
