How to get a Laos visa from Hanoi and which land border crossing doesn't require an e-visa?

Specific pricing for the Laos visa run has emerged: the bus to the border costs around 1.3 million dong. Expedited agency processing for the Laos visa costs at least 2.4 million dong for single-entry and 3.1 million dong for multiple-entry, with an additional unofficial payment expected on the Laos side.

You cannot get a Laos visa through Vietnamese migration services directly.
