TL;DR
Using two passports may work for air travel, but land border crossings will not allow entry on a second passport. Airport staff may also board you with a passport that has less than 6 months validity, causing issues on arrival.
If you don't yet have a second passport at the time of visa application, there's nothing to declare on the form — it only requires details of passports you already hold. Non-disclosure of a second passport typically isn't discovered unless you later try to apply for a new visa on that other passport while already in Vietnam.
The Vietnamese visa application form includes a direct question asking whether other passports have been used to enter Vietnam, with a field to provide their details. If the form is filled out honestly, using a second passport — including in cases of dual citizenship — will not circumvent the system.
At land border crossings, using a second passport to exit or re-enter Vietnam does not work — border officers will not allow it if your original entry was on a different passport.
For air travel, entering Vietnam on a second passport while your first passport shows an active stay is reportedly possible, though this is an unofficial workaround and not guaranteed.
A separate risk: airline check-in staff may allow you to board using a passport with less than 6 months of remaining validity, which can result in denial of entry upon arrival in Vietnam.
