When your visa expires, it's the card that gets blocked, not the bank account. To unblock it, visit a bank branch with your new visa and update your information — the card will work again afterward.
The bank account itself is closed only due to prolonged inactivity (no transactions), not because of visa expiration.
SIM cards don't require a visa update — they keep working regardless of your visa status.
Sometimes the mobile operator (e.g. Viettel) may ask you to update biometrics and passport data — but only if you haven't done this before.
