TL;DR

The only specific rate reported was at Gold Shop, where cash US dollars were exchanged at VND 25,900 per USD. Ask for live quotes at several counters before exchanging, as no other current rates were confirmed in the discussion.

In mid-September, travelers were still looking for a currency exchange with a reasonable VND rate, but no specific counter was confirmed. Comparing on-the-spot quotes remains important.

The most specific reference is Gold Shop: cash USD was exchanged there at VND 25,900 per US dollar in late August. The same report asked about EUR and Thai baht rates, but did not provide figures for them.
