TL;DR
Exchanging at Tan Son Nhat airport gives a worse rate — only change a small amount there for immediate expenses (taxi, food), and exchange the rest at city exchange offices.
Vietnam accepts cash USD and EUR for exchange, but bills must be intact — no tears, stamps, marks or creases, otherwise they'll either refuse the exchange or offer a much lower rate. Older worn $100 bills get about 1-2% worse rate than crisp new ones.
Currency exchange right at the airport has a worse rate — better to exchange only a small amount there for immediate needs (taxi into the city, food), and change the bulk of your cash at exchange offices in the city.
It's better to bring cash USD with you rather than relying only on exchanging at the airport on arrival — airport exchange is available, but city exchange offices offer better rates.
