Are vapes and IQOS legal in Vietnam in 2025–2026?

Fines from May 15, 2026: a notice that participants kept sharing from June to October 2026, citing Decree 90/2026/NĐ-CP, lists a fine of 3–5 million VND for using a vape, IQOS or e-cigarette. Devices, liquids and sticks are confiscated and destroyed. Check exact amounts and wording against the official text of the decree.

A separate fine for those who allow it: according to the same notice citing Decree 90/2026/NĐ-CP, if you allow vaping or IQOS use in your home, apartment, bar, café or hotel, the fine is 5–10 million VND. The notice compares 'a couple of puffs' indoors to the price of a Hanoi–Phu Quoc plane ticket.

The ban has been in place since January 1, 2025, covering import, storage, transport, sale, and use of vapes, IQOS, heated tobacco sticks, and hookahs. Devices are confiscated at the border — do not bring them into Vietnam.

What you see on the street does not mean it is allowed. In June 2026 a traveler was surprised to see a woman using IQOS on the street despite reading about a strict ban; in August 2026 a tourist wrote that street vendors offered him vapes on his first day. The law is still in force: use is fined and devices are confiscated, so do not go by what others are doing.
