TL;DR
Vapes and IQOS are fully banned in Vietnam since January 2025. From May 15, 2026, using one carries a fine of 3–5 million VND; devices are confiscated at the border.
As of May 15, 2026, Decree 90/2026/NĐ-CP is in force: using a vape, IQOS, or e-cigarette is punishable by a fine of 3–5 million VND. Allowing vaping on your premises (home, bar, café, hotel) raises the fine to 5–10 million VND. All devices, liquids, and sticks are confiscated and destroyed.
Seeing someone vaping on the street doesn't mean it's legal or safe. The law is in effect, and ignorance is no defense. Even a couple of puffs in public could cost you as much as a domestic flight ticket.
The ban has been in place since January 1, 2025, covering import, storage, transport, sale, and use of vapes, IQOS, heated tobacco sticks, and hookahs. Devices are confiscated at the border — do not bring them into Vietnam.
