TL;DR

Travelers recommend completing an online arrival card in advance if it is required for your flight. Immigration officers can usually see it in their system, while a missing form may delay entry processing.

If an arrival card is required, complete it before departure. You will usually not need a printout because immigration staff can see the record electronically.

Online arrival card

Do not rely on receiving a paper form at the airport. A paper version may be available during a trial, but once systems go digital, passengers are commonly directed to complete the form online.

Paper arrival form at the airport

When the electronic form is mandatory, arriving without it can mean extra checks and delays at passport control. Complete it on your phone while you still have internet access.
