TL;DR
If you're a citizen of a country on Vietnam's unilateral visa-exemption list (e.g. Russia) staying up to 45 days for tourism, choose 'Unilateral Visa Exemption' and leave the visa number field blank on first application; otherwise apply for a regular e-visa at evisa.gov.vn, submitting a separate form for every family member, including children.
For 'purpose of visit' select tourism, and for 'visa type' choose 'Unilateral Visa Exemption' if your nationality qualifies for the up-to-45-day visa-free entry. If the system rejects this option, you don't qualify and need to apply for a regular e-visa instead.
The 'bilateral' option in the form is only for travelers who already hold visa status under a specific intergovernmental agreement — most tourists don't qualify and the system will reject this choice.
The 'visa number' field and its related dates only need to be filled in if you already had a previously issued visa (renewal/reissue case). For a first-time e-visa or exemption application, leave this field blank.
A separate application form must be filled out for each traveler, including children — you cannot combine a family into one application. Each person needs their own passport scan and photo uploaded individually.
